Nancy C. Turnbull, is lecturer in health policy at the Harvard School of Public Health. Her research interests include regulation of health insurers, access to health insurance, and Medicaid policy. She is a former first deputy commissioner of insurance in Massachusetts. Ms. Turnbull earned her master's degree in business administration from The Wharton School of the University of Pennsylvania.
