Cynthia H. Woodcock is a senior research analyst at the Center for Health Program Development and Management at UMBC. She was previously a principal of Futures, Inc. (a consulting firm), director of program development for the International Life Sciences Institute, and an assistant vice president with the Commonwealth Fund. She holds an MBA from Columbia University.
