Biography at time of Harkness Fellowship: Mark Halladay, a 1999-2000 Commonwealth Fund Harkness Fellow in Health Care Policy, is chief executive of New Possibilities National Health Service (NHS) Trust in Essex, which is the UK's largest NHS Provider of care to people with learning disabilities. He has led the development and delivery of services in general hospital, mental health and learning disability services. He is also a fellow of the University of Essex's Health and Social Service Institute and a member of the National Confederation of Health Authorities and the Trust's Learning Disability Policy Group. His research interests in organizational behavior and theories of effective management.
