Biography at time of Harkness Fellowship: Stephen Monaghan is public health director of the Cardiff Local Health Board, the largest Health Board in Wales and one of the largest in the U.K.; it is the main healthcare purchaser organization for the University Hospital of Wales, Cardiff. Monaghan also serves as a consultant in public health medicine to the National Public Health Service for Wales and senior associate at the Nuffield Trust, where he is director of the Nuffield Trust UK Partnership for the Health of the People Project. He holds a medical degree from Leicester University Medical School, a master of public health and a master of laws from Cardiff University, an MBA from the University of London, a diploma in epidemiology and a Fellowship from the Faculty of Public Health of the Royal College of Physicians and is a Member of the Royal College of General Practitioners.
