In the wake of the 2000 elections, Congress is likely to renew discussion of incremental or broader structural reform of the Medicare program. The Fund's Program on Medicare's Future will continue to provide authoritative analyses of the major options for Medicare reform. As in the past, program direction staff will emphasize the impact of policy changes on the low-income elderly, the chronically ill, and other vulnerable beneficiaries. A prescription drug benefit will undoubtedly be high on the legislative agenda, and much debate is also expected on the role of private insurance in Medicare reform. Consequently, additional program analysis will center on how the private market could help beneficiaries supplement their Medicare package, as well as what lessons can be drawn from Medicare+Choice for premium support proposals.
