Initial project findings indicate that low-income New Yorkers often visit hospital emergency rooms (ERs) for treatment that could otherwise be provided in a primary care setting. In Phase Two, project staff will monitor
trends in ER use in New York City and visit selected hospitals to determine why similar facilities experience different rates of nonemergency ER use. They will also identify promising strategies for steering nonemergency patients away from the ER and into primary care clinics, and target areas for primary care development
