Many states support high-risk pools or directly regulate the market to provide insurance for those in poor health who lack access to group insurance. Some states have developed multiple public programs to insure people left out of group coverage. This project will assess the relative effectiveness of various states’ efforts to improve coverage in the private insurance market and to reduce the number of uninsured.
