Many health care services important to early childhood development are covered under Medicaid's Early and Periodic Screening, Diagnosis and Treatment Program (EPSDT) for low-income families. Receipt of these services, however, varies considerably across states. This project will identify states' needs for guidance on EPSDT implementation-how to secure proper reimbursement for child developmental services, how to meet federal requirements, and how to work with managed care plans and pediatric care providers. Staff at the National Academy for State Health Policy will create a handbook for state Medicaid officials featuring strategies to enhance the scope and quality of services offered and families' access to this care. At a 2½ day workshop for state officials, project staff will convey the latest information on child health policy and provide practical guidance on improving child developmental services. Lessons drawn from the Fund's four-state ABCD initiative will be highlighted in the handbook and at the workshop, providing a significant opportunity to disseminate program findings to other states. Project cofunders include the Centers for Medicare and Medicaid Services (CMS) and the Agency for Healthcare Research and Quality (AHRQ).
