Current budget surpluses and general economic prosperity have created an ideal environment for large-scale restructuring of the U.S. health care system to provide near-universal coverage and access for all Americans. Such a plan is outlined in 'A 2020 Vision for American Health Care,' an ambitious policy proposal developed by the Fund's Karen Davis with Cathy Schoen and Steve Schoenbaum. Building on the support their plan has generated so far, this project will commission experts in a number of fields to explore ways of turning these ideas into action. Workshops will bring together health care leaders to discuss key practical issues regarding implementation. If these activities proceed satisfactorily, a conference in early 2002 to engage broader debate and discussion could be funded.
