Stuart Guterman
Independent Consultant

Stuart Guterman is an independent consultant. From July 2015 through December 2016, he was a senior scholar in residence at AcademyHealth. He was at the Commonwealth Fund from 2005 to 2015, most recently as vice president for Medicare and Cost Control. Earlier, Guterman directed the Office of Research, Development, and Information at the Centers for Medicare and Medicaid Services. He has also served as a senior analyst at the Congressional Budget Office, principal research associate at the Urban Institute, and deputy director of the Medicare Payment Advisory Commission. During his tenure as chief of institutional studies in the Health Care Financing Administration’s Office of Research, he directed the evaluation of the Medicare Prospective Payment System for inpatient hospital services. Guterman holds an M.A. in economics from Brown University.
