Robert M. Hayes, J.D., is senior vice president of health quality of the Universal American Corporation. Previously, he was president and general counsel of the Medicare Rights Center, the largest independent source of health care information and assistance in the United States for people with Medicare. He has held this position since 2001. From 1979 to 1989, Mr. Hayes led the National and New York Coalitions for the Homeless. He is a MacArthur Foundation Fellow and has received honorary degrees from 10 colleges and universities. He has also practiced law with leading firms in New York and Maine. Mr. Hayes graduated from Georgetown University and received a J.D. from the New York University School of Law. He is a member of The Commonwealth Fund's Commission on a High Performance Health System.
