Chapin White, Ph.D., is a former senior program officer for the Future of Health Insurance. White was responsible for preparing written analyses and issue briefs; researching, tracking and anticipating emerging coverage, access and policy issues; and making presentations at public and professional meetings. Prior to coming to the Fund, White was a principal analyst with the Congressional Budget Office (CBO) responsible for research topics such as health insurance, medical malpractice, long-term trends in health spending, non-profit hospitals and Medicare payment policy. White helped lead CBO's work on scoring the impact of proposed legislation on the federal budget, using quantitative simulation models. He has produced research papers to provide policymakers with background information on policy issues. White's most recent work at CBO has focused on measuring geographic variation in health care spending and assessing its implications for policymakers. Prior to joining CBO, Dr. White was a post-doctoral Fellow with the National Bureau of Economic Research. He holds an A.B. in Social Anthropology from Harvard College, a Master's in Public Policy from the Kennedy School of Government at Harvard University, and a Ph.D. in Health Policy from Harvard University.
