Tom Buchmueller is the Waldo O. Hildebrand Professor of Risk Management and Insurance and professor of business economics and public policy at the University of Michigan's Ross School of Business, as well as a faculty research associate of the National Bureau of Economic Research. Prior to this, he was Professor of Economics and Public Policy at the Paul Merage School of Business at the University of California, Irvine. His research focuses mainly on the economics of health insurance and related policy issues.

Project: Working in collaboration with researchers from the Centre for Health Economics Research and Evaluation at the University of Technology, Sydney, Buchmueller's fellowship project, "Private Health Insurance Reform in Australia: Lessons for the U.S." analyzed the impact on recent private health insurance initiatives on risk selection, market stability and the utilization of hospital care.

Highlights: Studying another system—even one that has its own institutional idiosyncrasies—can be a useful way to get at the important broader issues. The work I started in Australia has been useful for my understanding of the basic economics of insurance.

Publications: T Buchmueller. "Community Rating, Entry-Age Rating, and Adverse Selection in Private Health Insurance in Australia." Geneva Papers on Risk and Insurance: Issues and Practice. 2008.
