Harkness Project Title: Academic Health Centers in the United States and the United Kingdom: How Does the Current Environment Support Their Missions?

Mentor: David Blumenthal, M.D.

Placement: Massachusetts General Hospital and Partners HealthCare System

Biography at time of Harkness Fellowship: Stephen M. Davies, a 2001–02 Commonwealth Fund Harkness Fellow in Health Care Policy, is director of information and planning for Addenbrooke’s National Health Service (NHS) Trust, the principal clinical partner for the University of Cambridge. His responsibilities include corporate planning, information management, R&D management, and university liaison. He is the principal author of a joint strategy between the NHS, University of Cambridge, and Medical Research Council to develop Addenbrooke's as a biomedical campus of international standing. Davies’ policy interests include health and education partnerships, academic clinical centers, and performance management. He has over 10 years of service in Britain’s National Health Service, initially in financial management and more recently in strategic planning. His previous career includes work in the social housing arena and as CFO of a publicly listed utilities company.

Project: The objective of Davies’ project was to identify and examine the common policy issues surrounding academic medical centers in the U.S. and U.K., and compare the differing country responses.  He conducted a quantitative analysis of publicly available data sources to compare the missions and homogeneity of academic medical centers in the two countries.  He also conducted comparative case studies at two academic medical centers in each country, which involved stakeholder interviews and document analysis.
