As a principal consultant to the California State Senate and previously as a lawyer with the Assembly Judiciary Committee, Kim works with state legislators to develop public-policy initiatives and draft policy options related to privacy. She has gained extensive experience in privacy law and has significant responsibility for drafting statutory language.

The Ian Axford Fellowship will enable her to study how New Zealand has approached privacy issues and identify lessons to take back to California. Kim will be based at the Ministry of Justice and Office of the Privacy Commissioner, and her fellowship will research into how New Zealand and California treat privacy issues, with a focus on emerging technologies such as radio frequency identification (RFID), biometrics, e-mail privacy and spam.
