Assessing a Small Business Health Insurance Demonstration in New York City


Most uninsured adults in New York City have low incomes and work for small businesses that do not provide health insurance benefits. A joint demonstration by the Health and Hospitals Corporation (HHC) and a commercial insurer will test the feasibility of expanding comprehensive coverage to small business workers by offering a managed care plan with substantially lower premiums and a restricted choice of HHC-affiliated providers. An independent assessment will review the viability of this model and provide lessons to inform future expansion efforts in New York and other cities. Cofunding will be provided by the New York City Department of Health, Bureau of Health Care Access and HHC.
