Monitoring Access to Care for New York City's Uninsured

One in four New Yorkers is uninsured and likely to face increased barriers to health care. Hospital emergency rooms, often the entry point to health care for the uninsured, provide an opportunity to monitor the impact of projected system-wide reductions on access to care. By measuring uninsured New Yorkers' emergency room use and analyzing reasons for this use, the project could raise early warning signs that primary health care for the uninsured is becoming less accessible.
