Examining the Cost and Quality of Prescription Drug Coverage for Medicare Beneficiaries, Phase Two


Public debate on the addition of a prescription drug benefit to Medicare will intensify as Congress grapples with proposals that differ in their generosity, eligibility requirements, and administration. Working with the most recently available data, this project would inform these discussions by producing rapid analysis of the costs associated with leading legislative proposals. It would also track current drug coverage for three key Medicare subgroups: new retirees, low-income beneficiaries, and enrollees in Medicare managed care. Additional work would seek to expand the present debate by examining whether adequate drug coverage improves the quality of care seniors receive, in addition to protecting them from exceedingly high out-of-pocket expenses.
