Planning a Seamless Health Insurance System for New York's Families


New York State's already fragmented public health coverage system has now added another component-Family Health Plus, an insurance program for low-income adults. This project will analyze discrepancies among the state's public coverage programs for children and nondisabled adults and recommend ways to integrate them into a seamless system providing stable, continuous health coverage to the greatest number of residents. Four issue papers prepared by project staff will focus on improving alignment of programs' eligibility criteria, application requirements, recertification processes, and benefits administration. They will also identify changes to federal, state, or local policy that could improve program integration. Prior to dissemination of the papers, roundtables of program administrators, health care providers, plan officials, and child and family advocates will review them and offer feedback on their proposals for change.
