Assuring Better Child Health and Development: Support for Evaluation and Analysis, Phase Two


Persuading state health policy leaders to invest in early child development will require concrete evidence that current efforts are feasible and producing beneficial results. In the next year, Peter Budetti will continue to evaluate the ABCD program's four-state initiative to add or enhance developmental services for young children from low-income families. The assessment will determine whether the projects designed by the states-North Carolina, Utah, Vermont, and Washington-have been able to increase the number of developmental services provided to poor children, improve parents' and pediatricians' knowledge of child development, and change Medicaid policy to promote expansion of these services. The evaluation's findings will boost efforts by the four states to sustain or expand their projects. Dissemination of results nationally could encourage other state health care agencies to ensure access to a range of preventive services for young children.
