Supporting Enrollment of New York's Uninsured Children into Medicaid and Child Health Plus, Phase Two


In the first phase of this project, Statewide Youth Advocacy (SYA) established a communications network to support New York State's efforts to locate uninsured children and enroll them in public insurance programs. SYA provided enrollment workers with training and kept them abreast of program changes, while also promoting coordination among agencies contracted to facilitate enrollment. In the next phase, project staff will expand these activities to include helping parents recertify their children for Medicaid or Child Health Plus as necessary, and ensuring that children are moved seamlessly from one program to the other-with no lapse in coverage during the transfer. The project will also extend the network created for child enrollment to provide uninsured adults with enrollment assistance once New York implements a new insurance expansion for low-income families.
