Facilitated Enrollment of Adults and Children in New York: A Report from the Field


To ensure that as many of its children as possible have health insurance coverage, New York State created a 'facilitated enrollment' program two years ago to reach out to low-income parents and provide them with help in enrolling their uninsured children in Medicaid or Child Health Plus. The high enrollment rates achieved by this program have convinced state policymakers to extend facilitated enrollment to adult New Yorkers applying for Family Health Plus or Adult Medicaid. This project will examine the impact that the addition of adult outreach and enrollment responsibilities has had on the enrollment network originally designed for children. By interviewing enrollment workers and calculating changes in public coverage enrollment rates for children and adults, project staff will gauge the effectiveness of having a single point of access to all of New York's public insurance programs. A final report will offer recommendations for streamlining the enrollment process to help maximize the number of insured New Yorkers.
