Once again, Medicare is front and center on the domestic political agenda. The Bush Administration is proposing major structural reforms to the program, moving to greater reliance on private managed care plans. Congress, meanwhile, is considering a variety of prescription drug benefit designs. Through its core grant to the Urban Institute, the Fund would continue to provide independent, authoritative real-time analyses of the major reform options and their potential impact on beneficiaries, particularly on the poor and sick who are most vulnerable. Two new areas of focus for work over the next 12 months would be added: the operation of the private supplemental insurance (Medigap) market and the relationship between Medicare and the private sector.
