Path to High Performance: Informing a National Policy Agenda to Improve Outcomes and Slow Cost Growth


This project will build on efforts undertaken by the Commission on a High Performance Health System to identify strategic policies that could put the nation on a path to a well-functioning health care system. It will assess the potential of payment reforms and targeted investments in system innovation over the next 15 years, if combined with universal coverage and more efficient insurance arrangements. Fund staff will work with the Commission to develop a set of policy options that could be implemented as a package and enhanced over time to improve access to care, improve health outcomes, and slow growth in health expenditures. The options will focus on: 1) developing payment reforms that align incentives to support patient-centered, cost-effective, high-quality, integrated care; 2) generating evidence on the clinical and cost-effectiveness of care and improving population health; 3) fostering investment in information technology systems; and 4) expanding insurance coverage and promoting high-value benefit design. The Fund will contract with The Lewin Group to model the 15-year impact of such system-focused reforms.
