The Commonwealth Fund Health Insurance Marketplace Surveys


During the first few months of the rollout of the Affordable Care Act’s central insurance provisions, there will be little information available about Americans’ initial experiences with the law’s new insurance options. To fill this information gap, Social Science Research Solutions (SSRS) will survey approximately 400-500 adults who were uninsured or had a health plan purchased through the individual market prior to October 1, 2013, during two two-week periods in October and December. This will build on the Fund’s current Health Insurance Marketplace Surveys, also conducted by SSRS, fielded just prior to and at the end of the 2014 open enrollment period. The survey findings will provide federal and state policymakers with early insights into people’s awareness of the marketplaces, the percentage of those eligible who tried to access the marketplaces, whether they enrolled in a plan or not and why, and their assessment of the plan’s affordability and cost protection. This will allow federal and state policy makers running the marketplaces to make timely adjustments in both outreach and enrollment efforts early in this critical first open enrollment period.
