Affordable Care Act Tracking Survey, 2014-15, and a New Quarterly Tracking Survey of the Underinsured

It will be a few years until enough federal survey data become available to assess the early effects of the Affordable Care Act’s major insurance reforms. Consequently, surveys conducted by private organizations like The Commonwealth Fund are critically important for quantifying this impact. The Fund’s series of Tracking Surveys conducted over the past year have provided policymakers and the media with timely insights about the experiences of people obtaining coverage through the insurance marketplaces, Medicaid, or other sources. This project will add a fifth survey to the series, to be fielded at the end of the 2015 open enrollment period, and launch a new quarterly tracking survey to measure changes in the underinsured rate and the affordability of coverage and care.
