Comparing State Decisions on Medicaid Expansion and Their Impact on Low-Income Populations, Phase 3

This multiyear survey project is assessing changes in health insurance coverage and access to care for low-income adults in three southern states—Kentucky, Arkansas, and Texas—each of which has a distinctly different approach to Medicaid expansion. During interviews conducted in the first two project phases, Benjamin Sommers and colleagues found that state policy decisions are having a significant effect on enrollment, uninsured rates, and access to care. In phase 3, the investigators will measure changes in health service use and indicators of health status over time in the three states.
