Medicaid Transformation in an Era of National Health Reform


States possess considerable flexibility in choosing whether and how to expand eligibility for Medicaid under the Affordable Care Act. To date, just over half the states have expanded their programs, with several opting for customized approaches; other states have yet to expand Medicaid. This project, which began in 2014, will continue to inform federal and state policymakers about Medicaid’s ongoing transformation, how it varies by state, and what it means for low-income people. Sara Rosenbaum and her team will focus their tracking activities on variation in eligibility and enrollment, the effect of 1115 waivers, differences in covered benefits, and the participation in Medicaid of health plans sold in the ACA’s insurance marketplaces.
