Impact on Premiums from Health Care Market Concentration: Evidence from the Affordable Care Act's Health Insurance Marketplaces, Year 1

With consolidation in health care proceeding apace—punctuated by the recent Anthem-Cigna and Aetna-Humana merger announcements—there is a growing need for empirical research into the impact these major changes are having on insurance premiums. The unique analysis proposed here will look at the impact from both sides of the market: insurers as well as hospital and physician organizations. It also will examine whether provisions of the Affordable Care Act (ACA) designed to limit excessive premiums and profits might have a tempering effect on insurers’ ability to raise prices in more-concentrated markets.
