Authorization for Initiative on Keeping Pharmaceuticals Affordable and Accessible


Pharmaceutical spending and prices have arrived at the forefront of national discourse on health care spending. Over the last few months, Commonwealth Fund staff have crafted a research agenda after consulting with leading experts, including the Fund’s Council of Economic Advisors, and other funders about specific areas where the Fund might make an impact. The proposed authorization will support the launch of this new initiative, providing the Health Care Cost Control program with needed nimbleness and flexibility to initiate a time-sensitive program of study. The authorization will support two to three grants over the next 12 months. Priority areas for grantmaking will initially include the following: 1) documenting and tracking spending and price trends and identifying key drivers; 2) assisting federal and state agencies in their role as pharmaceutical purchasers; 3) comparing prices and policies internationally; 4) documenting industry practices that affect price transparency for purchasers and consumers; and 5) advancing policy options related to drug patents and drug exclusivity.
