Israel–United States Meeting on Care for High‐Need, High‐Cost Patients, 2017

×

Since 1999, The Commonwealth Fund has engaged in a series of bilateral meetings with the United Kingdom, Germany, Canada, and France—key comparator countries for benchmarking U.S. health system performance. The Fund proposes to expand the series to include Israel, one of the highest‐performing health care systems participating in the Organisation for Economic Co‐operation and Development (OECD). Of particular interest to the United States are Israel's strong primary and community care infrastructure, innovative models for delivering care to patients with complex needs, and widespread use of health information technology. Conducted in partnership with the Israeli Ministry of Health, the first Israel–United States International Meeting on Health Policy will bring together 24 leading U.S. and Israeli health care policy thinkers to compare health reform efforts under way in both countries. Participants in the two‐day forum in Haifa will compare strategies implemented to improve health system performance for high‐need, high‐cost patients and other vulnerable populations. Key topics will include: new care models for patients with diabetes and those with multiple chronic conditions; integrating health and social services; meeting the health care needs of immigrants; and using health information technology to transform care. Clinic site visits will enable participants to gain firsthand knowledge of frontline health care delivery innovations. Codirecting the meeting with Fund vice president Robin Osborn will be Arnon Afek, Israel’s medical deputy director general, Bruce Rosen, director of the Smokler Center for Health Policy Research at the JDC‐Brookdale Institute, and Ran Balicer, director of the Clalit Research Institute. The forum could assist U.S. and Israeli health system leaders in their efforts to improve care for complex patients while helping payers design scalable, sustainable reimbursement models.
