Assessment and Strategic Planning Process for Commonwealth Fund Mongan Fellowship in Minority Health Policy, Phase 2

Since 1996, The Commonwealth Fund Mongan Fellowship in Minority Health Policy has played an important role in developing physician-leaders capable of transforming care delivery and promoting policies and practices that improve access to high-quality care for vulnerable populations. Based on findings from the first phase of this project and subsequent Board discussion, the Fund will continue to support improvements to the fellowship program, with an emphasis on strengthening career planning and transition, providing broader skill-based training, improving efficiencies, and utilizing the alumni network more efficiently. The Fund is exploring whether these improvements can be achieved by continuing to house the program at Harvard; in the event this seems unlikely, the Fund will issue a request for information (RFI) and a subsequent request for proposals (RFPs) to potentially select a new academic institution to design and administer the revised program. Putnam Consulting Group will work with Fund staff to create and manage an RFI and a subsequent RFP, if needed, to select a partner organization for the fellowship. Activities include clarifying the Fund's priorities for the program; identifying potential cofunders and host institutions; drafting the RFI and managing the application process; and subsequently managing the RFP. The project will continue the work of prior grants that evaluated the fellowship and began the process of reconfiguring it. We will continue to obtain input from the advisory committee established in phase 1. By improving the design, structure, and content of the Mongan Fellowship, this project is expected to increase the program's impact and further its goal of training minority leaders positioned to transform care for vulnerable populations. The work undertaken will also ensure a smooth transition to a new partner organization, if Harvard is not selected.
