Since 1999, Sherry Glied and her research team have conducted timely, empirical research for The Commonwealth Fund and provided staff with programming and analysis of federal data sets. Her research has yielded important insights, particularly since passage of the Affordable Care Act (ACA). Glied and her team have focused on revenue implications for states that have not expanded Medicaid, the accuracy of the Congressional Budget Office's initial projections of the ACA's coverage expansions, the likely effects of the Cadillac tax, and the law's effects on the national uninsured rate, among other topics. The NYU team will continue to provide programming and data support for Fund staff and grantees conducting research related to health care coverage and access trends. Data sources will include the Current Population Survey, National Health Interview Survey, Behavioral Risk Factor Surveillance Survey, Medical Expenditure Panel Survey, and other publicly available datasets. The researchers will also use these data sources to assess the potential effects of legislative and regulatory changes to the ACA. While the focus may shift with the policy debate, topics are likely to include: the effect of changes to the ACA's essential benefit package on coverage rates; alternatives to the individual mandate; the ability of Medicaid to absorb unexpected increases in health care costs under alternative financing arrangements; and drivers of premium and enrollment variation in the individual insurance market. For policymakers and other key stakeholders, this research will provide insights into and a better understanding of the potential implications of proposed and implemented changes to the ACA.
