Monitoring and Analyzing Implementation of the Affordable Care Act's Insurance Market Reforms, Year 7


Since 2011, Kevin Lucia and his team at Georgetown University have developed an expansive regulatory monitoring system and network of contacts to track states' implementation of the Affordable Care Act's insurance market reforms. More recently, the team has focused on assessing changes in the regulatory environment under the new administration and on the House repeal-and-replace bill and subsequent implications for markets. Since 2011, their research has yielded more than 60 Fund publications, informing the media, administration officials, members of Congress, and state policymakers and regulators about states' actions and progress. If the ACA is altered-either by congressional or executive action-officials in each state will adjust their markets to the new regulatory environment. It is likely that states will have considerable flexibility, given that deregulation is a key goal of the law's opponents. Lucia's team will project the potential effects of regulatory change and state responses and will also track the actual effects in all 50 states and the District of Columbia. Project activities will include: interviewing regulators, insurers, brokers, and consumer groups; identifying and explaining key issues affecting states and consumers, including reduced plan participation and enrollment and changes in affordability and adequacy of coverage; and exploring factors that are contributing to changes in coverage, like policy decisions and market dynamics. This comprehensive body of research will inform federal and state policymakers, the media, and other stakeholders about states' responses to shifts in federal policy. It will provide valuable on-the-ground insights from states that are undergoing significant changes to their individual markets.
