Supporting Medicaid Operations and Strengthening the Federal-State Partnership in a Shifting Landscape, Year 5


Even as Congress attempts to repeal and replace the Affordable Care Act and the new administration establishes its regulatory agenda for health care, states must continue to operate their Medicaid programs and make program decisions. During this uncertain time, the National Association of Medicaid Directors (NAMD) is a key resource and support system for state as well as federal officials. This project will expand on The Commonwealth Fund's previous successful collaborations with NAMD. To support Medicaid directors as they implement operational and policy decisions, NAMD will create four distinct learning communities that were requested by Medicaid directors: Measuring Medicaid Program Performance; Medicaid Expansion; Medicaid Waiver Concepts; and Delivery System and Payment Reform (a continuation of work under a recent Fund grant). The learning communities will comprise officials from eight to 10 states, including each state's Medicaid director and a senior Medicaid agency staff member. For each community, the project team will hold an in-person kickoff meeting and at least eight monthly calls. Information collected from these calls and from subsequent follow-up will enable NAMD staff to respond to state queries and connect states with one another. At least one session at NAMD's spring or fall conference will be devoted to communicating the work of the learning communities to all states. This project will provide practical support to state and federal policymakers addressing issues related to Medicaid transformation and will support interstate learning. NAMD will use qualitative and quantitative metrics to measure the impact of this work on federal-state and interstate relationships and information-sharing.
