Creating and Supporting State Legislative Champions for Health System Reform

With a constantly shifting health policy landscape, state legislators and legislative staff have an ongoing need for accurate, impartial, and concise information to help guide their interactions with governors, the public, Congress, and the federal administration and enable informed decisions on important health care issues affecting constituents. This project will extend the Fund's work with the National Conferences of State Legislatures (NCSL), which represents all the nation's nearly 7,400 state legislators. Building on previous Commonwealth Fund-supported work, the NCSL team will conduct educational activities to prepare state legislatures for federal policy changes and strengthen their capacity to adopt and implement policies that help achieve a high-performance health system. The Fund will sponsor sessions at the 2018 NCSL August Legislative Summit and at the 2018 NCSL Capitol Forum, and NCSL will host a seminar for professional legislative staff in fall 2018. The Fund will provide input on agendas for all sessions. This grant will also assist NCSL in maintaining its legislative tracking database, respond to inquiries from state legislators, and disseminate publications. This grant will support NCSL in its work of helping state legislators make informed decisions to improve the efficiency and effectiveness of their state's health systems. The project targets all state legislators and their legislative staff, with a special focus on the approximately 3,000 members most directly involved in health policymaking. Previous work with NCSL has allowed the Fund to create lasting relationships with state legislators and their staff.
