Managing Change in Medicaid and Private Health Insurance: Technical Assistance for Governors' Leadership Teams


The forecast for comprehensive reform in Congress is unclear, but there is no question that federal changes to Medicaid and private health insurance markets are on the horizon. These changes will present the states with new flexibility, as well as limitations, in how they provide coverage to their residents. To respond nimbly to the shifting health care landscape, state leaders must be able to plan quickly and promote effective cross-agency collaboration. Governors' staff and other state leaders have requested direct technical assistance from the National Governors Association (NGA) on state-based policy development and operational implementation. Building on previous Commonwealth Fund-supported work, NGA will support two to four states in identifying and implementing strategies to respond to federal changes affecting Medicaid and private health insurance. Technical assistance will include in-state visits, consultations with national experts, work plan development, and strategic planning support. The states will choose their priorities with input from NGA and the Fund. Topics are likely to include: options under the Affordable Care Act's Section 1332 state innovation waivers; metrics for evaluating outcomes; and improving cross-sector collaboration to foster the integration of health care with housing and support services. The guidance that NGA provides will help the selected states make strategic, informed decisions in response to federal reforms or, in the absence of federal action, in pursuit of state-based initiatives. Through NGA's monthly all-state calls, other states will also benefit from the lessons and insights gained. This work may also inform priorities for which governors want to advocate through NGA's Office of Government Relations.
