Support for Health System Performance Tracking: Analysis and Reports

Because states have differed in their approaches to health care reform and their adoption of the Affordable Care Act's insurance expansions, there is a need for credible data on how this variation affects the functioning of state and local health systems. In addition to a better understanding of overall performance, policymakers and health system leaders need information on practical approaches to implementing care delivery reforms for newly insured populations and for the 5 percent of people who account for 50 percent of health care spending. Under a renewed contract with Issues Research, Douglas McCarthy will continue to serve as senior research director, overseeing the Tracking Health System Performance program's two related components:

  • Health system performance scorecards. A hallmark of the Fund's public reporting efforts for a decade, these resources help track changes in health care quality, access, efficiency, equity, and outcomes at the local, state, and national levels and among specific populations, such as high-need, high-cost patients.
  • Case study research. Case studies describe the experiences of innovative health care organizations and identify factors that promote or hinder high performance.

Under a renewed contract with Westat, David Radley will continue to perform data management and analytic activities, the foundation of the Fund's health system tracking efforts. These activities include data procurement, analysis, and methodological development for the scorecards and other health data reporting tools. Major scorecard activities in the next year include updates to core performance metrics, analyses of state and local variations in performance, and new data visualizations. The scorecard products will reflect recommendations resulting from the strategic review currently under way.

The scorecards and case studies provide policymakers, health system leaders, and the public with information vital to understanding the effectiveness of health care delivered in states and communities across the U.S. These products are also resources for public and private improvement efforts.
