This project will support research on the launch of an alliance of ~20 of the nation’s leading risk-bearing providers and consumer advocates to identify, develop, and disseminate a consensus implementation framework that would enable a new generation of consumer-mediated health information management and exchange apps and data services. The purpose is to enable consumers to use application programming interfaces (APIs) to enable data exchange between electronic health records (EHRs) and other health IT systems in alignment with U.S. law and regulations. Former leaders of the Office of National Coordinator for Health Information Technology (David Blumenthal and David Brailer) will co-moderate the advisory group that will set the agenda for the alliance. The small grant will support participatory research from University of Louisville as they identify and document barriers the alliance will tackle, its process for the framework development, and the framework. The alliance, intended as a self-sustaining membership group, will educate delivery system leaders about a consumer-mediated data exchange. This small grant will support an issue brief and blog post suitable to inform federal policy and regulatory deliberations.
