BPC proposes to publish a series of four blog posts from February to April 2017 describing the critical role of delivery system reforms in improving care and controlling costs and the need to preserve mechanisms to test innovative payment and delivery models in any ACA repeal and replace debates. BPC staff will work closely with the Health Project leadership, including former Senate Majority Leaders Tom Daschle and Bill Frist, as well as former CBO director Alice Rivlin, and Fund staff to identify topics, draft, determine placement, and disseminate the four blogs.

This blog post series will be authored by BPC leaders recognized for their health policy expertise and history of bipartisan leadership, ensuring the publications will receive attention from federal policymakers and the broader health policy community. The blogs will highlight the critical role of delivery system reforms, successes so far, and underscore the need for continued commitment and investment in similar efforts in order to leverage initial small scale success into broader, sustainable, and transformative change. The expectation is that by having pieces written by former policymakers of both parties, issue of delivery system reform and the mechanisms needed to make continued advances would be elevated with policymakers and policy influencers early in 2017. It was envisioned that the blogs would be part of the Commonwealth Fund blog series but BPC has also suggested submitting to the Health Affairs for publication.
