Charles Milligan is executive director of the Center for Health Program Development and Management at the University of Maryland, Baltimore County (UMBC). Formerly, he was vice president of The Lewin Group and Medicaid director for the State of New Mexico. He holds a law degree from Harvard Law School and a master of public health degree from the University of California, Berkeley.
