The 10th Commonwealth Fund Health Care Opinion Leaders Survey highlighted the perspectives of a diverse group of experts on issues related to reauthorization of the State Children's Health Insurance Program (SCHIP) in 2007. Although enactment of the program a decade ago was controversial, the survey found widespread support for the program today. Respondents feel that the program has been successful in meeting its goal of improving health insurance coverage for low-income children and ensuring access to care. Further, a strong majority of health care leaders would institute measures to improve enrollment, ensure healthy development, modify SCHIP's funding formula, and expand the program to cover more low-income children, including legal immigrant children. Opinion leaders' strong support for SCHIP reauthorization to expand coverage and ensure quality health care for low-income children and their families is aligned with the principles laid out by the Fund's Commission on a High Performance Health System.
