The Fund's Commission on a High Performance Health System continues its efforts to move the U.S. health care system toward higher performance across the areas of access, quality, and efficiency. The commission met in November and began work on a project to cost out different options to increase efficiency and achieve savings across the health system and to invest in improvements. In addition, the group initiated work to analyze how recommendations for extending coverage to all Americans would affect health system performance.

A number of thoughtful opinion pieces by commission members were published in local and regional media outlets in response to the commission's Framework Statement and National Scorecard on Health System Performance. Patricia Gabow, M.D., chief executive officer and medical director, Denver Health, published a commentary in the Rocky Mountain News; Fernando Guerra, M.D., M.P.H., director of health, San Antonio Metropolitan Health District, published a commentary in the San Antonio Express-News; and Sheila Leatherman, research professor, School of Public Health, University of North Carolina Chapel Hill, published a commentary in the St. Paul Pioneer Press.

In addition, the commission published its first three data briefs. The first draws lessons from the National Committee for Quality Assurance's (NCQA) 2006 report on the performance of U.S. health plans, The State of Health Care Quality 2006. The second data brief highlights how health care opinion leaders' priorities for the new Congress fit with the Framework Statement's keys to transforming the health care system. It draws on findings from The Commonwealth Fund Health Care Opinion Leaders Survey: Assessing Congressional Priorities, conducted in partnership with the magazine Modern Healthcare. The third, Health Care Spending: An Encouraging Sign?, discusses the implications of a federal report on national health care spending.
