A new Commonwealth Fund study finds that the individual insurance market is not working for Americans. More than three-fourths of people say they don't buy insurance because they can't afford the premiums and when they do purchase coverage, it is often inadequate. The creation of national health insurance exchange, where people could choose from a range of affordable insurance plans with minimum standard benefits, could transform the marketplace.
