Biography at time of Harkness Fellowship: Julia Murphy, M.Sc., a 2012-13 U.K. Harkness Fellow in Health Care Policy and Practice, is the deputy head of knowledge and intelligence at the NHS London Strategic Health Authority. Murphy has held various positions within the NHS, including being the head of primary care quality improvement, the immunization performance lead, and the Accident and Emergency Recovery programme manager for the NHS London Strategic Health Authority. Previously, she served as health improvement performance management lead for NHS Health Scotland, where she was responsible for implementing Scotland-wide targets and interventions for health promotion. Murphy has presented at multiple conferences, including the World Health Organization’s Conference in Berlin and the National NHS Conference in Scotland. Murphy obtained her master’s degree in research methods in psychology from the University of Strathclyde in Glasgow, United Kingdom.
Current Project Abstract: Murphy’s project will examine the evolution of integrated safety net delivery systems and Medicaid ACOs across states. Lessons from these experiences will be used to inform a large-scale pay-for-performance initiative being implemented in California (the Delivery System Reform Incentive Program) to integrate the public hospital system. Murphy will first undertake a literature review and policy mapping on integrated and accountable care. This will be followed by in-depth interviews at health systems in Massachusetts, Colorado and Minnesota that have successfully implemented the ACO model for their Medicaid populations, as well as from three public hospitals in California participating in the Delivery System Reform Incentive Program.
