Kathryn Kuhmerker is the president of The Kuhmerker Consulting Group, LLC, and the former Medicaid director of New York State. While Medicaid director, Ms. Kuhmerker developed and implemented major program changes, such as Disaster Relief Medicaid (developed in response to the disruption caused by the September 11, 2001, World Trade Center attack) and the state's major Medicaid expansion, the Family Health Plus program. She also led the Department of Health's long-term care restructuring efforts. Prior to becoming Medicaid director, Ms. Kuhmerker was a senior manager in the New York State Division of the Budget. She received her M.B.A. with a major in health systems administration from Union College, Schenectady, New York.
