Mentors: Eric C. Schneider, M.D., and Dana Gelb Safran, Sc.D. (Blue Cross Blue Shield of Massachusetts)

Placement: RAND Corporation

Biography at time of Harkness Fellowship: Penny Andrew, M.B.Ch.B., LLB (Hons), a 2009–10 Commonwealth Fund Harkness Fellow in Health Care Policy and Practice, is a physician and lawyer who currently serves as legal advisor to the Hawke’s Bay District Health Board (DHB). She provides legal and health policy advice on governance, management, and clinical issues, and liaises with external health policy agencies. Previous positions include solicitor, specializing in insurance and medical law, at Chapman Tripp, Barristers and Solicitors, and anaesthesiology resident at Hawke’s Bay Hospital and Gloucestershire Royal Hospital in the U.K.

Project: Andrew’s project explored physicians’ attitudes to patient experience survey data, and how individual physicians make use of such data to improve.  Semi-structured interviews were conducted with primary care physicians who receive patient experience survey data on the aspects of the data they find most useful and actions they take to improve their patients’ experiences.
