This project aims to establish a set of methods to integrate health equity into health technology assessment (HTA) to ensure resulting assessments reflect the value of treatments to patients and society. After performing a review of the literature, the project will convene a diverse group of patients, payers, and life science companies in an advisory panel to identify key concerns and gaps in current HTA methods related to health equity. Using these findings, the project will conduct interviews of key opinion leaders and methods experts in order to evaluate methodological changes to address health equity concerns across several domain of HTA, including integrating patient perspectives, diversity of clinical trials, empirical measures of health need, methods of measuring health gain, and best practices for integrating quantitative and qualitative considerations of health equity in determining value. The project also will identify best practices (where possible) to guide HTA in the U.S. that will be adopted by the Institute for Clinical and Economic Review (ICER) moving forward.
