Emma Daugherty, M.P.H., is a manager for Manatt Health. Based in the firm’s San Francisco, she provides project management, policy analysis, and strategic business services to health care providers, payers, pharmaceutical manufacturers, and other health care stakeholders. Before joining Manatt, Daugherty worked as a government relations communications specialist for a leading integrated managed health care company, where she led the strategy and execution for the enterprise-wide advocacy program, advancing policy priorities on health reform and prescription drug pricing. While in graduate school, she was a research assistant at the Center for Health Law and Policy Innovation of Harvard Law School, analyzing coverage of key services and medications for the Massachusetts Department of Public Health. She also served for several years as a health system consultant focusing on Medicaid reform in California and New York, and was a public affairs intern in the White House Office of National Drug Control Policy. Daugherty earned an M.P.H. in health policy from the Harvard T.H. Chan School of Public Health.
