To help steady the insurance market during a time of change, the ACA included a number of “risk stabilizers,” such as a reinsurance program to help insurers cover high-cost enrollees. However, as Washington and Lee University School of Law's Timothy Stoltzfus Jost observes, the American Health Care Act removes the ACA’s prime stabilizer—the requirement that people purchase health insurance or pay a penalty.
